Since having my B4 the 48V battery icon shown in the dash has never shown anything but full and charging during braking, does it ever show anything different.
Secondary question, what circuits actually use it?

Since there is no physical connection with the brake pads, should imagine the 48volt and 12volt batteries are
charged by the Generator/ starter driven by the serpentine belt.
The symbol on the dash with only shows that it is doing so, never really changes values is probably operated
by some of the electronic wizardly in the charging system.

Yes this has been mentioned before, it's not a display of the batteries charge, but a symbol indicating the battery, and when it's regenerating.
Regeneration is actually done by engine braking. The system detects you braking and increases the charging from the motor/generator in turn increasing the engine drag on the vehicle. During this phase you have the blue arrows moving into the battery indicating regeneration.

No. I asked dealer this question some 2 years ago. It just indicates when charging is taking place.
