Agree with the reason behind only one rear fog light , biggest problem today is the placement of fog lights being to close to break lights , so making the break lights almost impossible to see..

There is a defined distance between the two sets of lights both in UK and EU regulations, and the car wouldn't get type approval if they were too close.

Where I live the locals mostly use them to blind me when it's raining. Frankly, one is one too many round here!

Followed a Peugeot in today the fog lights were on the level as the brake lights., no more than 200mm from the break light.. What happened to fog lights set at a low level , at least the Xc 40 are low down

I can't comment, I haven't seen said Peugeot . However it has to follow EU regulations same as every manufacturer. P.s. They're brake lights, not break lights.

they do now, although a high percentage of vehicles on the road seem to have faulty lights without any apparent attention from the police (personal bugbear!)

Whilst Volvo were ahead of most in fitting the third brake light it only made EU Regulation in 1998, and is still not a legal requirement to be fitted in the UK, even on on new cars - the MOT merely says lights need to work, so if a third light is fitted it needs to work.

Half of drivers dont seem to know when to use their fog lights anyway, and even worse, how to turn them off (running for days/weeks with them still on after the last required use)
