No, once the ignition has been switched off, the default position on pressing the central button is ACC only - press the right arrow to add in Pilot Assist - a steering wheel icon appears which glows green when lines are recognised.

I read it the other way round; ACC can be operated without Pilot Assist, which is how I'd want it.

You can have ACC on its own, or Pilot Assist with ACC. The left/right arrows on the left of the steering wheel let you scroll through which system you want active and then you can press the middle button to activate and deactivate it.
