I would certainly not use the dealer. Dealers tend to use a local 'SMART' repair service and add their own mark-up. Chips-away and similar 'SMART' repairers are likely to do a much better job than you could do yourself but much depends on the skill of the individual operator so ask around for recomm...

One thing is certain: It won't be worth less in future due to being on a newer plate. Unless it's causing you hassle or costing you money to wait I'd definitely go for the new plate. No downside risk, and possible upside of a few hundred quid 3 years from now.

A lot of household insurance policies provide a free legal helpline to give advice in respect of consumer law. Some policies also have legal expenses insurance. Citizens Advice Bureau (available online) may also be able to give general consumer contract advice.
